Does mechanical engineering and HVAC design work qualify for the R&D tax credit?
Often, yes. The credit does not require a lab or an R&D department. If your team faced real uncertainty about the right equipment, layout, or control approach for a project, and evaluated alternatives through modeling or analysis to resolve it, that work may qualify.
Site-specific constraints are strong indicators: unusual loads, historic structures, 24/7 redundancy, or a first application of a system type. Routine adaptation of a prior design does not count.
How does the four-part test apply to mechanical engineering?
Every activity has to pass all four parts of the IRS test in Section 41(d). Here is how each part maps to MEP engineering work.
- 01
Permitted purpose
The work aims to improve the function, performance, reliability, or quality of a system or design, such as a central plant or HVAC layout.
- 02
Technological in nature
It relies on thermodynamics, fluid dynamics, and load modeling. Rigorous mechanical engineering meets this part.
- 03
Elimination of uncertainty
At the start, the right capability, method, or design is unknown: novel configurations, first-application designs, hard code compliance problems.
- 04
Process of experimentation
Alternatives are evaluated through energy modeling, CFD, or systematic analysis, not routine reuse of a prior solution.
What does qualifying HVAC design R&D look like?
Three illustrative examples, each written to show work that can meet all four parts of the test. On client work, the contract also has to leave the risk and the rights with your firm.
Hydronic design inside a 19th-century masonry building
Structural constraints in a historic masonry building ruled out conventional ductwork.
Engineers evaluated five distribution strategies, including fan coils, radiant panels, chilled beams, and mini-splits, through iterative energy modeling before settling on a design.
A hospital central plant expansion with no textbook answer
A 24/7 redundancy requirement meant no standard solution applied to the plant expansion.
The team ran iterative hydraulic and thermal modeling across three chiller staging configurations and two pumping arrangements, documenting the evaluation across multiple design phases.
A first geothermal heat pump design for a mixed-use campus
The firm had not designed a ground source system at this scale or in these soils before.
Engineers used site-specific conductivity testing, iterative bore field sizing, and new heat pump sequencing logic, all driven by test data and performance simulations.
Which mechanical engineering activities qualify?
Where MEP work usually lands, and the records that support it.
| Activity | Why it may qualify | Records | Status |
|---|---|---|---|
| Custom HVAC system design | Uncertainty about equipment selection, layout, and control sequences for non-standard thermal profiles or occupancy loads. | Records: Load calculations, alternatives matrix, time records | Can qualify |
| Central plant optimization | Iterative energy modeling across chiller and boiler configurations and sequencing logic against defined performance targets. | Records: Energy models, iteration history | Can qualify |
| Energy recovery ventilation integration | First-application ERV or HRV integration where coupling effects create thermal and pressure uncertainty standard methods cannot resolve. | Records: Psychrometric calcs, schematics, design iterations | Can qualify |
| High-density data center cooling | Thermal management such as liquid cooling or containment for loads where solutions are not catalog-selectable. | Records: CFD records, design alternatives, commissioning data | Can qualify |
| Decarbonization and net-zero studies | Systematic evaluation of heat pumps, district energy, or DOAS to hit defined performance targets when the approach is genuinely uncertain. | Records: Feasibility iterations, simulation models, decision log | Can qualify |
| Historic building HVAC | Modern code and energy performance inside preservation limits on penetrations, visible equipment, or protected fabric. | Records: Preservation correspondence, alternatives log | Can qualify |
| Complex building automation sequences | Custom sequences and fault detection logic for integrated systems where no industry-standard sequence exists. | Records: Sequence drafts, commissioning records | Can qualify |
| Work performed under client contracts | Can qualify when your payment depends on the work succeeding and you keep substantial rights to use the results. A fixed price alone does not settle it. Hourly, time-and-materials, and cost-plus work is usually funded by the client. | Records: Contracts and payment terms | Depends on facts |
| Value engineering | Can qualify when it is a genuine technical re-evaluation of the system approach. Swapping in a pre-approved equivalent to save cost does not count. | Records: Technical comparison, revised analysis | Depends on facts |
What engineering firm costs count toward the credit?
Three kinds of spending carry almost every engineering firm claim. Wages are usually the largest by far.
Wages
Time your engineers and designers spent on the modeling, analysis, and design iterations, and the people who directly supervised or directly supported it.
Supplies
Materials used up in testing or mockups, where a project calls for them.
Contract research
65% of what you paid outside firms for qualified research done on your behalf, under an agreement made before the work, when you pay whether or not the work succeeds and have a right to the results.
A credit can offset tax dollar for dollar. A $100,000 credit can offset up to $100,000 of income tax, while a $100,000 deduction at a 37% rate is worth $37,000. Claiming the credit also reduces your research deduction by the same amount, or the credit can be taken at a reduced amount instead, so the net gain is less than the full credit. Many engineering firms are pass-throughs, so owners see the benefit on their own returns.
How does an R&D study work for an engineering firm?
Four steps, and almost none of it lands on your engineers.

- 02
Project interviews
Your engineers describe the work in project terms. We capture the uncertainty and the alternatives they evaluated.
- 03
Credit calculation
Both federal methods are run, contracts are reviewed project by project, and qualifying design work is separated from routine production.

Common questions from mechanical engineering firms
Can a consulting engineering firm claim the R&D credit on client projects?
It can. Client work can qualify when your payment depends on the work succeeding (for example, you must fix a failed design at your own cost) and you keep substantial rights to use the results. A fixed price alone does not settle it. Hourly, time-and-materials, and cost-plus work is usually treated as funded by the client. We review contracts project by project.
Does energy modeling count as experimentation?
It can. Evaluating alternative configurations through energy models, hydraulic models, or CFD to resolve real design uncertainty is a process of experimentation. Running a model only to document code compliance on a standard design usually is not.
Can a firm claim the credit for years it already filed?
Often, yes. Years that are still open, usually the last three, can be claimed on an amended return, and the credit can produce a refund only to the extent it reduces tax already paid. Partnerships under the federal partnership audit rules file an administrative adjustment request instead, and the partners generally see the benefit on a later year's return rather than as a refund for the earlier year. The payroll tax option for small businesses has to be chosen by the return's due date, including extensions, so it is usually not available for past years.
Does our firm also qualify for 179D?
Possibly. Firms that design lighting, HVAC, or envelope systems for government and tax-exempt buildings may receive the 179D deduction by allocation, for qualifying work whose construction began by June 30, 2026. Our architecture and MEP page covers both incentives.
